I was facing the same issue. Changed the peer-port-random-on-start to true as suggested. Still was unable to download. Checked on some of the other forums found a tool called "deluge". Installed it on my Ubuntu machine the downloads are working fine now. Wonder what was the issue with transmission. Same issue. If I start them without VPN, I can then pause, re-enable VPN, restart the client and it'll work. No idea if that's defeating the purpose of the VPN tho. And I've tried this with torrents that have + seeders, as well as a perfectly working internet connection. And multiple torrent clients, too. The same thing is happening to me.
